PARTICIPANTS
Ministers responsible for youth from the 49 States Party to the European Cultural Convention and States having observer status at the Council of Europe;
Representatives of the following Council of Europe bodies: Committee of Ministers, Parliamentary Assembly, Congress of Local and Regional Authorities of the Council of Europe, Development Bank, Advisory Council on Youth, International Conference of NGOs, European Co-ordination Forum for the Council of Europe Disability Action Plan 2006-2015 (CAHPAH);
Representatives of the following international institutions and Organisations: European Commission, UNESCO, UNICEF, Youth Unit of the United Nations, ILO, UNHCHR, World Bank, Commonwealth of Independent States, Commonwealth Youth Programme.
Representatives of the European Youth Forum and international non-governmental youth organisations which are partners of Council of Europe's Directorate of Youth and Sport; representatives of the European Network of Youth Centres (ENYC), European Agency for Youth Information and Counselling (ERYICA), European Youth Card Association (EYCA) and Islamic Conference-Youth Forum.
COMPOSITION OF DELEGATIONS
National delegations are composed of up to five persons, including at least one youth representative (if possible from the National Youth Council or similar structure).
The youth representatives who are part of the national delegations will receive an invitation for the Youth Event, which will be organised prior to the Conference.
